I just got a new fork (1" threaded) but it's about an inch short of where it needs to be to engage the top of the headset. Is there anything that can be done beyond getting a different new fork with a longer steerer? Thanks.

You could check with the manufacturer about replacing the steerer tube, but it's probably not very cost effective.

It's the $40 Martec M3 from Chuck's Bikes. I was just hoping there was a cheap ghetto extender fix of some sort. I might just take the loss.

there's nothing you can do to make the steerer tube longer, aside from what was mentioned above. you should always measure before you order. for threaded forks, you need to know the steerer tube length, and the length of the threaded portion of the steerer tube.
