So far, I got that it is a project designed to fight air pollution by sensitizing the general public, raising awareness, eventually meeting and figuring out a large scale policy, etc. But what the heck are "des controles a blanc?" Is that some sort of idiom?

Ok, googled "contrôle à blanc", and figured it out (sort of...) So, "Controle à blanc" is to measure the proportion of noxious gases (greenhouse-effect-wise) emitted by automobiles. A police person controls this by choosing vehicles randomly on the road... as I can understand, and also, there are some kind of devices to make a general air quality measure.

So "contrôle à blanc" is a random procedure to check the exhausts...

No, this is not to save lives. THis is to review sustainable transportaion projects funded by the organization that I work for, to see what makes a good case study for a report I'll be writing. This one apparently measures air pollution to get a sense of how much emissons are coming from the Morrocan transport sector. Seems trivial from a western perspective, but very improtant for a developing country that may be trying to build capacity to create baseline emissions data, from which it can plan potential future reductions.
