I'm speaking of road tires here, 700-800 mile old Michelin Pro Race 2's specifically.

I know that cuts and small holes are to be expected, but when is it time for a new tire? I've got a (central) gash about 1/3 the diameter of a pencil eraser on my rear tire. I've used several applications Loctight rubber sealant that have not held entirely. I haven't flated out yet but I am feeling less confident on the long rides.

If you think the cord casing has been compromised or if there is a bulge get rid of it. I use Locktite Superglue to fill small cuts in my Pro Race tires, a 2 or 3 mm cut is usually the maximum I'll tolerate but that depends on how deep I think it is.

Right, the rubber does not hold the tire together; it's the underlying casing. If that's damaged it may be time to replace but if it's just the rubber, and you're not having any problems, you're fine.

Boot it, if you imagine that "stuff" can get in easier the way it is now.
