I put some new 26in 60tpi vitoria tires on my bike, they rate up to 70 psi. Im wondering if these will be strong enough for touring on. Can i over inflate tires like this if my rims are rated for a higher psi?

Do you need to go higher?
I think my 32C top touring tops out at 70ish psi.
Granted I have a 35C tire (panaracer) on the rear with ~80psi (Mavic A719s top out at 88psi) that tops out at 90psi. But I'm heavy and carry a bit of weight on the rear.

Not really sure yet. I havent rode these fully loaded.

Well go out and do a test ride. Its really the only way to figfure it out.
Remember tfo try some fast hard turns which is where a a bad tire will crap out on a loaded tourer.
What size are they? The larger the air volume generally the less pressure you need.

Simple answer... Yes.
You should have no prob with jacking up the psi by 15%.
So around 80 psi should be fine - and frankly, anything higher would be a bit 'jarring' on tour.

i guess i was confused by the volume/psi ratio. I was comparing these to the 140 psi i gan get into my 700c tires and thinking that 70 wouldnt be enough.

Most tires have a PSI range that is recommended, use the low number for unloaded and the high number for loaded. Over pressurizing tires does very little to reduce rolling resistance and gives a harsh ride, better to have a little cushion, IMHO.
I don't know if that particular tire is "heavy duty" enough for a loaded touring bike or not, so can't help there.

Buy the best tyres for the job if you buy cheap tyres you sadly get what you pay for. As for putting a higher pressure in my tyre sponsor will tell you the same thing they send alot of money to make tyres that are good for the job they'er intentended to do and the max rating is the max you should inflate them to, you wouldn't do it in a car tyre because it's dangerous and the same is true for your bike tyre. Bike tyres are design to do specific jobs the manufactures spend a long time and a lot of money on R.D. so my best advise is look for a tyre to do the job you intend it to do.
