I'm 5' 10" and that standover height of 33" would be too big for me. Odds are the rest of the frame would be too big as well. No sense spending money on something and wishing you had waited and bought something else :)
I'd hang in there and see what else develops. Others can say more about Raleigh and this model but the price seems just o.k.; so I don't think you are missing out on a great deal and with the height/size being too big, I'd suggest passing.

I live in NYC, too. Besides it being too big, you can do better on the price, esp. this time of year.
Keep your eyes out for 20" frames (center-to-top of seattube). PM me if you're wondering about others, I can let you know what I think, do it for all my friends in the city,
