If one were planning to tour Ireland, Germany and parts about, would a 26" wheel be the preferred size in the event of a problem, or would 700c be an easy to service size?
Both are insanely easy to find out there.
Biking is a much bigger sport out there.
700c would probably be slightly better as road seems to be more common than mtbing out there, but really you'll find both.

700c hybrid wheels are commonplace. High quality touring/commuting tyres such as Schwalbe Marathon are available at pretty much any proper bike shop which can be found in any medium town or city.
People tour on both types and there is no real difference in speed.
There is a problem finding medium inner tubes with a short presta valve. I tend to stock up when I find them. You get narrow or wide ones (which can both work in a 28-32mm tyre) and long valves for aero rims (which also work but are easier to damage)

Get a good pump, and that's no longer any concern. Go for a Topeak Road Morph. If you manage to break a valve stem with that pump, you probably shouldn't even be on a bike... :D
