This is a 1982 Schwinn Super Le Tour. It is a 4130 frame. There are some small cracks in the top of both seat stays and along the sides of the seatpost clamp. Can this be repaired? There are additional photos in this GALLERY (http://www.pbase.com/billd9/super_le_tour).

Is it paint or is the metal cracked? Looks like paint to me. Scratch off the paint to see if the metal is fractured. May have to sand the metal to clean it up to get a good look.
The seat stays are the most critical. If they are cracked, get a frame maker to look at it. If the seat post binder is cracked, I would just ride it as long as it holds the seat post steady.

Beside the possible crack(s), there are other issues with the frame. There is rust (looking from the right side pic) where the top tube goes into the lug. There also appears to be rust(again from the right side pic) under the paint where the seat tube joins the lug. If both conditions (rust and cracks) do exist, then you may have a bigger overall problem.

i have a cracked seatstay on an old bridgestone kabuki c.toi frame is it even worth repairing, welding?
