I've never paid a dime for assembly I did myself.
The parts are what get ya. And they're gonna be more than $100.
Hmm if he gets cheap parts then its possible, aren't some X-Mart bikes 100$ or something? And they even have rear shocks ;)

Dumpster dive, cannibalize 10-20 bikes, use what's "good," spend $100 on spokey-dokeys. Lots of spokey-dokeys.

Spare parts and this (http://www.nashbar.com/profile.cfm?category=130&subcategory=1176&brand=&sku=14736&storetype=&estoreid=&pagename=). Otherwise it's not going to happen.

easy to do, but you'll have to use used parts...i built one for under $100 a few years ago by:
1. Picking up a almost new frame for free at my lbs (came with chain ring, chain, crank, peddles)...girl had her bike stripped one night and the lbs gave her a trade in allowance on a new bike $0
2. used seat post and seat, $5
3. used Shimano SIS RD $5
4. used wheel set with 8 spd cog set, with very used tires $25
5. used shimano RD $5
6. used integrated shifters/brake levers $30
7. new brake pads $10
8. new cables $9
9. used stem, handlebar, grips $15
didn't look too bad because of the newer frame, its still being used by one of people at our office...she added a carrier, lights, and bell so she can commute

IMHO, it would probably make more sence finding a bike at a yard sale.
