I have a '06 Trek w/Shimano XT front and rear derailers. I notice that since there's a lot of tension on the chain while climbing, it won't shift well into certain gears such as the smallest one on the front. The front derailer will just making clicking noises until I relieve some tension on the pedals.

Is this normal? I know I should be shifting before the climb but is there a way to make it shift better?

Yes, that is completely normal. There really is nothing that you can do to make it shift better when it is under tension on a climb. Sorry.

Oh, forgot to mention. If it does shift when under tension like that there is a good chance for either chain suck or dropping the chain off to the inside. Both of which suck!!!

The best thing to do is plan ahead, with that said it happens to all of us. :(

Learn up on a technique called "soft pedaling" where during a shift you keep the pedals moving but relieve some pressure. Clipless pedals help with this.
