Mountain Biking - Measuring the top tube....?

Hey guys,
I have been looking at a bunch of different frames lately, and have noticed that different manufacturers seem to measure the top tube differently from one another.
So, what is the correct way to measure it?

The most useful measurement is center-to-center. From the center of the seat tube to the center of the head tube.

Sheldon Brown says his top tube is 22", which he says is short considering he needs a big bike to handle his height. I measured mine (Ross road bike), and mine is also 22". I don't know why a shorter top tube is a plus?
