Okay, here is the situation.

I recently bought an Author A4 frame from Chuck's Bikes. But, to my surprise, it doesn't have any cable guides on the downtube for the derailleur cables! How am I supposed to connect the derailleur cables without the guides to hold back the casing? I am using Campy, if that helps.

Also, does anyone know how to cut Ergopower cables? They have the metal wires inside, which makes cutting them a real problem.

Please share your knowledge with me- this is my first build.

I've posted this in the Road forum as well.

Does it have downtube bosses for downtube shifters? The cable stops should come with your brifters and they bolt on over the shifter bosses.

You cut Campy cables with the same bike-specific cable cutters or a Dremel tool with a cut-off wheel as any other make of cable. All makes of cable housings have wires in them for structural support. Brake cable housing is spiral wound and shift cable housing has parallel wires, but they all have them.

Not to be insulting, but it sounds to me like you are already in over your head. A bare-frame build up, particularly with a Campy Ergo group, is not for the mechanical novice. I think you need some hands-on guidance from someone much more knowledgeable.
