I purchased a low end canadian mid-late 1980's Peugeot road bike last weekend in the local salvation army. Seemed like a good deal for US$5.30. The frame appears to be a good fit.

The only issue that I have is this: the seatpost came without a clamp (the old pipe type...). It's probably a bit too short for me anyhow. I was hoping to replace it with one of higher quality. The diameter is 15/16" (or 23.81 mm). I'm pretty certain that I can find a source for the clamp (7/8" diameter), but I'd like a longer, higher quality post.

Is my only option to shim a (probably lower quality) 7/8" seatpost?

I'd like to add: the length from the "stop" line to the reduced diameter for the clamp is about 3" (76mm).

yup, in all reality. it's probably 24.0, but same ends unless you do some serious searching. best bet is to shim a 22.2 seatpost, which come in microadjust styles.

My mitutoyo calipers say it's 23.81, which approximates 15/16", which is a size I've seen referenced on Sheldon's database for a peugeot of similar origin. Probably everything I'll find will be of the same low quality and length.

That's probably exactly what I'll end up doing...
