I was wondering about building up new wheels i am thinking of an upgrade and was wondering if it would be worth using the same hubs and relacing some new rims to them? or will the bike shop think its a dumb idea? thanks

For starters that would depend on the quality/condition of the hubs to begin with.

Guess it depends on the type of hubs, how old they are, what condition they're in, and what you want to use them for.
