Am I right in thinking that the riders are now required to wear their helmets all the time, even to the end of an uphill finish?

Yep, they went through a 'transition' stage of the rule, where they could take them off on climbs...but now they have to wear them all the time. Too many lives & careers were ruined by not wearing helmets
