The rules make sense in general, the Officers quote is pure BS in my opinon.
While I do believe that the Officer's quote is true, what do any of those rules have to do with avoiding accidents at intersections and driveways? I didn't see one single mention of some obvious "don't's" that many cyclists don't know any better than to "do", such as going straight from right hand turn lanes, riding next to parked cars, and riding TOO far right at intersections in general. Nope, none of this advice, just the generic "wear your helmet."
