of the TDF if Landis and Pereiro are separated by seconds? Or does it still stay a ceremonial ride like the past seven years?

There is always a frantic sprint for the finish on the final day and there have been tours when the Green Jersey has been decided by the final sprint. There are sometimes even attacks by riders wanting to grab some Paris glory.
If there's a chance to grab the Yellow, I'm sure that there'll be attacks.

If I could answer the question, I wouldn't be heading off to work right now.

The McEwen Boonen sprint in Paris was great, this year McEwens got a lock on the green so I doubt there will be any sprint at the end. If the gap between 1 & 2 is less than 1:00 I would not be surprised if there was an attack by #2 at least I hope so. The TdF needs to be a race not a fashion show, I think Landis showed that attacking and not settling for less than yellow is the best way to make the TdF popular.

Im thinking its possible for the simple reason that no team among the leaders has shown the ability to control the race. The all appear vulnerable.

Yes.
But that is answering to the IF.
The most likely outcome of the final ITT is Landis puting over a minute on the other two.
But with Pereiro up on Sastre by 12 seconds going in there is a fair (not good) chance those two will be close enough that at least bonus time grabbing becomes a possibility.

Landis takes yellow after the ITT. He rides the yellow bike again in Stage 20. It spontaneously combusts.
