Hey persons,
I'm looking for a lugged steel mountain bike. I am on a budget for frame only of around $500. I am more than willing to buy used but I don't really know what companies made lugged steel except a few treks, bridgestone, and a khs. Anything else worth looking at? Better place other than craigslist/ebay? Last q: any company make a lugged fork that is disc compatible? I think the last one is a long shot but it's worth a try.

i am sure you can get a lugged fork from vanilla cycles for a lot of money. :D or waterford would custom make one i am sure.

Check with Hairy Gary Bikes, (http://www.hairygary.com/) based right here in Spokane, WA Gary Selner is a great guy and a superb fabricator. He'll make you whatever you want. Most of what he does is fillet-brazed, but I know he does lugs too (Henry James lugs). Question is whether he'll be in your price range.
