ok first off i live in oklahoma the home of no tall bikes.. i'm in the process of attempting to build one and my main question is do you hack off the forks on the top bike and weld that to the headset of the lower bike or do you strip out the forks from both bikes and weld the top head set to the lower forks? any info would be greatly appreciated!

There are many ways to make a tallbike. The most sleek and simple involves chopping off the rear triangle and fork blades of the top frame. Then you weld the bottom bracket to the seatpost, and insert a piece of pipe between the steer tube of the bottom frame and the fork-crotch of the top frame. The two head tubes must be perfectly in line or else the bike will not turn!
Find a stick or pipe that fits in your headtubes. Take the forks out and stack the frames on the pipe. This will ensure alignment. Welt the bottom bracket. Then put the forks back in and cut an appropriate piece of pipe, and weld it at the top and bottom.
Tallbikes don't have brakes, because you can step on the back wheel.
The old-school EZ method is to flip the frame, flip the cranks and fork, and get a long seatpost and a long pair of handlebars. You can see instructions for this one at http://www.johnnypayphone.net/tallbikes/

Or take the fork out,turn the frame over put the fork back in.Take the crank(i piece type) out and put it in the other side.Flip the rear wheel(coaster brake ) around.Weld a tall seat post to the BB,cut and weld tall extention to stem .Tall bike!
