After reading all the information on the Landis situation, and Operation Puerto I think its obvious the UCI has totally screwed the pooch the last month. They ruined Vinokourov's chance at winning a TdF title, and have Floyd Landis essentially crucified for doping.
I know Landis isn't guilty yet. However, there will always be a suspicion if he is cleared and some will ignore his TdF result. Landis will lose millions in endorsements because the UCI's lab has ties with Le Equipe. This should have never gotten out until he is positive for extragenous testosterone.
I haven't even gone into the revenue they lost. Liberty Seguros cut its ties with their team who is essentially cleared now (correct me if I'm wrong). What if iShares cuts its ties as well and Landis is cleared? The way they are treating this is hurting the clean riders as much as the cheaters.
How do you fix it? Obviously test elsewhere, outside of France, and eliminate media leaks. Dont release results until positive 100% conclusive evidence. There will be less people getting caught, however they should raise the punishment. 2 year ban from the rider, and 6 month suspension for the team's Manager and Doctor. Place the burden on the team and I guarantee you this will go away. No one would touch a suspected doper if it meant their career as well.
