I noticed this when I first started here.
I first had this issue on a tech forum I go to and discovered I couldn't report my own post (which I noticed had already been posted as soon as I posted it).
I think its a lack of vBulletin allowing it, rather than some management decision not to allow it. Just a stupid oversight (still not corrected) in vBulletin.
