BMX - Best Way to Remove decals?

By another bike without decals.
Failing that, warm it up on the sun and use Goo Gone.

They might just peel off using your fingernail. If you have difficulty with that technique, you can heat them up with a hairdryer, but not too hot, and they should peel off easily. Remove remaining adhesive, if any, with a solvent like WD-40 or Goo Gone. However, make sure your frame does not have a two-stage paint with the decals under a clear coat. If that is the case, you will have to live with the stickers or get a repaint.

Peel off the plastic and wipe the "sticky stuff" with turpentine, then wipe it off with a dry cloth.
WD-40 is NOT a solvent! It's a penetrating oil -- it gets water out and protects against corrosion, you can also use it as a mild lubricating agent. The only reason why it might help you get the glue off is it probably contains some sort of alcohol (benzene ring).
