i saw some guy today whose brake hoods are tilted towards each other. so instead of being completly vertical, it is slanted inwards. what effect does it have? on bike or rider?

It makes you have to hold the hoods with your hands tilted towards each other.

Probably means his handlebars are too wide and he is too cheap to get narrower bars.
