There has been a fair bit if disussion about this message. The latest word is they are working hard to get rid of it. Having just gone through TdF season I suspect there was a decent spike in traffic. Yeah, it's annoying to get, but it beats the alternative of no BFs! (shudders at the memory of those days when we were down for a couple days!)
