is it paint or powdercoat ?
If it's paint go to your local atuo parts store or atuomotive paint store and get aircraft paint stripper. It's good stuff and it will strip pretty much anything other than powdercoating.
If it's powdercoating you need to go to your local powedercoater and see if they have powdercoat stripper and it will have to soak for 24 hours. You Do Not want to sandblast your frame under any circumstance's. It will ruin your fame and make it unsafe to ride.

Paint or powdercoat can be removed with Jasco Water rinsable paint & epoxy remover. About $10/qt at your local hardware store. One note about the stuff, brush it on going in ONE DIRECTION ONLY! or at least mostly in one direction. Says so on the can and has proven to be acurate. Put the pars in a garbage bag overnight for best results. DON'T get this stuff ON YOU!! Burns like mad!
After the paint is off, clean the parts well with soap and water. This will get rid of the Jasco residue.
Then, clean the parts with 3M Wax & Grease remover. (available at automtive paint supply stores) Wear gloves because fingerprints will cause fisheyes in the paint.
Now paint, build, ride, enjoy!
