Wasn't sure where else to ask this:

I have a touring bike with a 135mm hub spacing. I have been hoping to get a wheel with a narrower rim that would allow me to run narrower tires for non-loaded road use...

Since that 135 is a mountain type hub: does anyone know of 700c wheelsets with 135mm hubs that take 23 or 20 section tires?

Any help is appreciated.

Have you considered having a set built up? Some XT hubs laced to open pro rims shouldn't be too expensive.

Or have the spacers on a road hub spaced out to 135mm, or just jam the thing in there and crank it down - the 2.5mm of extra squeezing you'll have to do is not going to be a big deal. Also, unless you're a real lightweight, consider 25C or 28C [more for comfort and resistance to pinch flats]. My $0.02...

I think mis-matching the spacing of the frame and hub is a bad idea. I would get the wheel built by someone decent at your LBS with MTN hubs 135mm and 700c wheels. It should not cost too much if you use 'middle-of-the-road' components.
