nope, they get water in em. shouldn't hurt anything, but if it bugs you just take the tire off and spin.

If ya want, you could fill them deep V's with some of that insulating foam and Ta-Da! Water problem fixed! ;)

How do you know it's not PBR?
pbr and dirty rimwater are like the same thing.
