so yeah i got my wheel set for my gan well today dura ace high flange laced too silver deep vs and for some ****ing reason the axels seem too big for the dropouts what the **** i guess i could rig it but for 5 bills i thought they would fit in the shimano dropouts whats the deal is this normal?
Sometimes Keirin frames use a narrower drop out to keep the axle from spinning. This is very common. You'll have to file the axle to make it fit. Apparently the person who sold you the frame failed to mention this.
read up about keirin bikes with 110 spacing and 8mm axles. seems like you have one.

How big is the difference? When I got my Erba, the track ends were seemingly a little narrow and therefore pretty grabby. Five minutes spent between the two with a bastard file cleared everything up.
I had to contact a guy on eBay who had a 110 DA axle custom made to respace my friend's hub for her 110/8 Gan Well. He sold me the axle for 20 bucks shipped and told me it was his last one and that it cost him wayyyyy more to have it altered, so I wish you luck with your files!
