I would say it was the team management that killed the Phonak team. Landis was just the last of 9.
Phonak should have been banned anyway. It is hard to believe that riders can dope without a team's active or tacit support. As merlinextralight mentioned, this is number 9 for them.

If you're optimistic about the prevalence of doping in the Tour, the Phonak team management killed the team by letting their riders dope.
If you're more cynical (or perhaps realistic) the team management killed the team by allowing their riders to get caught.
Yeah, Landis will go down in history for being the last one caught on Phonak though. Too bad, I kinda like him...
