Recumbent - Which 'bent is this?

Please excuse my recumbent ignorance.

What brand/model recumbent is this bike? Any recommendations regarding owning it?

What's the deal with the handlebars? Looks like they fold down but the "up" position seems kind of high. Could they be adjustable -- able to be used in multiple positions? Maybe it's just because there is no rider in the picture that they look odd (to me).

Is this a folder?

The handle bars are on a gimble that allows it to be angled while riding it. It is normal for Over Steering recumbents. It's hard to tell what quality it is or how heavy it is. Since they are making this a cash sale and you're interested, go and check it out to see how you like it. The price is right as long as it doesn't weigh a ton.

It isn't a folder, the steering riser just has a locking hinge in it (most do) and you can usually adjust them to whatever angle you want--including folding them back for storage or if you're trying to transport it inside a car.

I know! I know! That is a Backsafer. Backsafers were marketed in small numbers by a chiropractor, and the chiro in question considered the seat to be the main feature of the bike. The frames were pretty wimpy and not particularly refined. But that seat doesn't look like the OEM seat, it looks like a Vision seat.

Usually tilt steering has a lock to prevent it from swiveling too far toward the rider. This one doesn't. I would guess that it's meant to be adjustable but not to tilt for easy in/out. It it a Lightning mechanism?

It's a Vision 40 series bike, probably a Vision R45.

It may be now, but this is a prior model. I looked into them when I was looking for my first recumbent, and decided it was too wimpy. At the time, the chiro sent me a polaroid of the soon-to-be-released CLWB, seen in the link.

yes, that is a backsafer frame. I should know because I have one. The original seats were a more upright hardshell seat. I still have the bike. There is a lot of flex in the boom for sure. it was my first recumbent.
