Actually you are wrong. The ban on the manufacure or import of r-12 has no impact on what your roommate is doing, but, it is against the law, with a fine of up to $15,000, to service an r-12 system if you are not licensed to do so. I became an ASE certified technician about the same time that the r-12 ban went into effect, so that is one law I know well. BTW, that's a federal law, not a state law, doesn't matter where you live.
