yes just get a road license at usacycling.org and it will include on it cat 4 cyclocross as well as cat 5 track

It depends on your locale. Some race organizations, such as OBRA (in Oregon) require licenses of their own, instead of USCF.
I got the NORBA license since I don't do road races but will do 2 or 3 mtb races. It too comes with a Cat 4 cross designation.
