There is a neighborhood clean-up and that means people throwing out old bike stuff, already found a good rim, and a specialized "hard rock ultra" frame, but that isn't worth it.
That never seems to happen for me. The city stopped picking up large trash once a year and I always seem to have commitments when there is a bike auction. It would make my day to find a hardrock in my size!

Our bike activist group has a flea market once or twice a year where you can unload your unwanted stuff to good homes. The local volunteer run shop that helps people fix their own bikes accepts usable stuff. The ReCycling center at the County sanitary land fill accepts bike stuff. If no one wants it the local trash company will schedule up to 4 large item pickups a year at your curb.
Get some of these things going in your area.

Every so often around here there is a garbage day for picking up large items. This can turn into a regular feast of free bike stuff. :)
