You either buy what you really need for your bike, or you don't buy anything. How about getting some mutual funds?
I had that point where I would have some cash and my bike was working fine and I would just buy something new to change things up. I don't do that anymore. Ride it until it breaks, or buy something that makes a serious improvement to your overall bike.
Improvements?
Good 3-piece cranks, good wheelset, better pegs, etc. But, if you don't need that stuff and are happy with your bike... then why bother? Keep the money, put it in the bank, and then when you really need it, it'll be there.
Heck - PS3 is out at the end of the year, save up for that.

$400 bucks won't get you a good wheelset AND frame. I'd say pick one or the other.
