Most quill stems are 22.2 mm French is 22 mm. You can spend a 1/2 hour with sand paper and polish to reduce a 22.2 stem to fit inside a french steerer tube . (don't even think about a hammer)Nitto still makes good quality 22.2 quill stems for 26mm bars , Your LBS can order them though QBP or mailorder shops like Harris Cyclery and Yellow Jersey usually stock them. You might get lucky and they may have some French stems .
