I think that the left arm, up at an angle, (what some call "the boy scout salute method") is something people learn in driver's ed, then forget within a day or two after passing their road test.
I never learned that - - but it reminds me of an episode of Beavis and Butthead where they're in Drivers' Ed watching a reel-to-reel from the 1950's that talks about signaling with hands - - but the two kids driving, 1950's versions of Beavis and Butthead, after discussing it, decide they're too cool to signal, and thus, predictably, die. And, predictably, Beavis and Butthead think it's cool.
