yo dude, i had my bro paint my frame and forks with a normal spray gun, he paints cars n my frame turned out fine and it looks really good and the paint is relativley strong

Yep, car paint works fine. The end result is only as good as your prep work.
To remove old powdercoat, use Jasco paint & epoxy remover. Sand/bead/walnut shell blasting may damage the frame.

Car paint is expensive, but if you are willing to dish out the money, it would work well, if you do it right...

Can most body shops clear coat a frame for you, or is there a consumer clear coat that I could buy and somebody could recommend to me?

Yeah, if you go to like Home Depot, or a store like that in the paint section there should be like a matte finish, or gloss, thats pretty much a clear coat.
And if your willing to dish out money, you can get car paint clear coat stuff...
As far as a local bike shop doing it for you, i dont know, you would have to do in and ask.
