Bicycle Mechanics - What is "modulation" in regards to disc brakes?

Bikeforums.net is a forum about nothing but bikes. I keep reading reviews that mention modulation and how good a perticular disc brake set is in this regard. What does it mean exactly?

Modulation applies to any brake. It's about how the brake feels and responds to input from your hand.
It used to mean the ability to control (modulate) the brake so that you could apply just the right amount of braking power for the situation at hand. Brakes which had a binary 'on-off' feel were considered to have poor modulation.
Nowadays, many people seem to like the binary feel, so to them, being able to lock the wheels with very little force = good modulation. So the word is now meaningless in this context.
