I want to buy another rear rack for my fixie. Nashbar has some great prices on Bor Yueh racks, including this one that is rated to hold 44 lbs, which sounds pretty beefy to me.

The only problem is... how would I attach panniers? My panniers have cinch straps with hooks at the bottom, like this... except the hooks have broken off and been replaced with little C-clamps:

On the rack pictured above, I don't see anything to loop the hook around. My current rack looks more like this:

I can snag the hook on the ends of the stays, and the panniers stay secure. So, if I got the Bor Yueh rack, how would I attach the hooks? Don't say the holes on the adjustable mounting thing, those wouldn't work with the C-clamps :(

This doesn't answer your question at all. Get the Bor Yueh Al Paca (or something like that). I think it cost me $16 from nashbar and has a spring clip. You will be surprised what you can use the spring clip for; locks, news papers, beer.
Any how the Al Paca is great and worth a few more bucks for the spring clamp, trust me.
Oh yeah, the Al Paca has cinch clamps on the right side, I always wondered what those were for...

One of my racks came with a small j-hook that you mounted under the rack bolt. Another, perhaps better way would be to get the clips and lower mounts from an Ortlieb pannier. If your bag has an internal stiffener, you can just drill through it and attach the hardware. You can get the hardware from Ortlieb here (http://www.ortliebusa.com/cartgenie/prodList.asp?scat=21) Get the QL-1 lower mount and the QL-1 upper mount. As an added bonus, your bags will be more stable and easier to mount and dismount.

I have that exact rack and just use a loop of velcro on each side to secure the panniers. Hasn't fallen off yet and I don't even have a way to secure them at the top. They also make a spring style clip that will fit those little holes. Is it possible to loop your pannier strap around the lower stays of the rack and clip it back onto itself? Zip ties would also work if you don't need to remove them often.

I'm trying to picture the C-clamps, got a photo or a link?

I don't get the C-clamps, either... can you wrap around one of the vertical struts for the rack and clip the clamp to the strut next to it?

The ortleib style of mounts are much better than hook and elastic or velcro.
Rixen and Kaul make the mounts for other manufactrers to use and they simply rivet onto the bag and stiffening material.
The top hooks have a quick-release locking mechanism so they cant bounce off. The lower attachment is an anti-sway device that hooks behind the rack stays.

Hmm... don't have a camera handy right now. Basically, the hooks broke off and I replaced them with sturdy little steel C-clamps that look like locking carabiners (about 1 inch long). I can loop these over the ends of the rack stays, but because they are round and closed, I can't actually "hook" them to anything.

Maybe you should use little carabiners so you can hook 'em over things?
