What's bicycle power? Shouldn't that be human power? :) It gets too cold and nasty to commute year round in Iowa. Especially in rural Iowa, where it's not uncommon to traverse a few miles of gravel to get to pavement. In Des Moines, or other larger cities it's not too bad, but I still had issues getting across town by bike this summer when I was visiting family. Narrow or no shoulders, no bike lanes, great rails to trails bike path system, but eventually you have to use surface streets. It's way better than it was when I left, but still, it gets cold. I'll be doing my first Brevet of 2007 in January with shorts on. :)

I don't think you'll ever find perfect year-round conditions for cycling. But with the right equipment, the right physical conditioning and the right attitude....just about anything is possible and enjoyable.
