Any recommendations for some good waterproof pants that provide a slimmer fit? Most pants I find are relatively baggy. I'd like to cut back on the wind resistance and look for a tapered leg if possible.

I have a pair of Performance Gore Tex pants and they are cut real small. They are not like tights but are very close. You could order a pair and try them on and if you do not like them just return them.

I use a pair of water-resistant Pertex pants by Freestyle. I have really skinny legs, and they work fine for me.
A pertex pair will cost about $40 compared to $140 for Goretex, and will breathe more.

I remember trying on a pair of Marmot water/windproof that fit my skinny legs pretty well, but didn't buy them because they were too long (I'm 5'1", I have the pants-too-long problem a lot).
Lately I've been wearing a pair of Isis pants (they make women-specific outdoor gear) that are really nice but slightly baggier than the Marmot pants I tried. I can roll them up easily though so they're not too long.

This winter I purchased a pair of Performance triflex tights: they have a waterproof and windproof laminate on the thighs and lower backside. I have my reservations about Performance apparel, but they have done pretty good so far in the cold and some longer rides in rain.
I happened on a pair of Pearl Izumi amfib tights on E-bay and they are better. I have worn them on the coldest of days with regular tights underneath them. They also offer rain protection though I have not worn them in heavy rain. I rode a 24 mile club ride in rain and puddles and runoff and they did great.
Both of these tights are not as baggy as other waterproof pants I have used, yet they are not really conforming like tights, thus allow for a second pair of tights to be worn underneath.
