I'm looking at getting a folding bike with 20"/406 wheels, and it doesn't look like anyone makes studded tires in that size. Are there any alternatives for that size...?

I think Innova makes 20" studded tires, but as far as I'm concerned, you might as well burn your money.
I had an Innova 700x35 studded tire. The studs didn't last long, and the thread is deep but the rubber is so hard that the tire was very slippery. And to add to the insult, I had 2 flats in the 2 weeks I used that tire. My summer slick (Continental Top Touring) had much more traction in snow and on ice.
Other non studded tires that proved very effective for Winter commutes (in 700c):
- Specialized Cyclocross
- Vittoria Cyclocross
- Continental Mount & Ground

Heavy and slow but one of the cheaper models.
Also lots of BMX tires have various levels of knobbies.

The Innova tires are a tempting ready-made solution, but I think I'll go with wethepeople's idea... I'll just get some aggressive-ish BMX tires and shoot some screws in.
