I think this velocar will be so heavy and slow I can get by with only rear brakes.
I won on ebay a set of alum Sturmey archer clone drum brake hubs made in Au. for HPVs,so if this one works the next will be lighter and have front brakes.

I'm not sure exactly how it varies with different bike designs, but I know on a "regular" upright you get something like 70% of your braking power from the front FWIW.

If so, how will you brake during a descend only using the rear brakes?

The word "Descend" doesn't amount to much in my part of Texas.
I plan on using M/B V-brakes on the back.They have a lot of leverage and stopping power.If for some reason I need more braking I'll add rear drums(arai)And if this monster still need front brakes--The hubs are modified Bendix coaster brakes---so I could re-work some bendix insides and add them to the hubs.
With all that said,yes front brakes on a hi-quality velocar would be a must.

why wheel chair wheels? if you used coaster brake wheels or drum brake wheels then you'd have a better braking system?

they were cheep---and they are schwinn rims that will take tube tires.This is the first velocar(for me) but if succesfull not the last---just received a set of alum drum hubs for racing trikes/velos---sam

Wow, rack and pinion steering even! One nice thing about the wheelchair wheels is that you'll never have a flat on the front. :D
If those are Greenspeed hubs that you mentioned picking up off of Ebay, keep in mind that they're normally used with 20" wheels. 700's might have enough leverage to bend the axles.
Whatcha doin for bodywork? This contraption demands bodywork...

The wheelchair wheels which were regular steel schwinn rims(24") with a solid tire wired on will get standard cleancher tires when I finish the drive train,all I have to do is saw off the solid tire and put on the cleanchers --the rims even have the valve hole drilled.
I do agree this monster would look cool with a body added.But first things first---must get seats laced and set and BBs ,chain and rear blocks in working order.Lots of details yet to work out.
