i have a giant crx 2 2007 with a carbon fork

its flat bar road bike

do you guys have any advice on a replacement fork for front panniers

Nashbar has some touring forks, and there are also Surly forks for the LHt Crosscheck etc..

You probably can mount paniers on carbon, there are some that mount off the axle, and something could be arranged above, like handcuff grade zips.
