You'll have to use an adapter claw; if you don't have one, they're available at www.loosescrews.com I believe. As long as the center of the derailleur bolt hole on the hanger is no more than 1 1/8" from the center of the axle, you should be fine with this setup, even for indexing-

If I understand this correctly, I could use a shimano tourney rear derailer with the built in hanger, on a 9 speed setup with friction down tube shifters.

I guess so, if that's the derailleur you want. Or you can get an adapter claw and hang most any derailleur you want-

I am using one to mount a Deore LX on one of my vintage rides. I was going to use it with a Shimano 600, but I am using too large a freewheel. :)
