Hello every commuters..
It's being cold here.. I don't like tights.. then I'd like baggy pants...
Would you recommend me long baggy pants with pad for winter like PI Tokyo tights?
please let me know all baggy pant for winter with pad as possible..

If you have to have padding when you ride, why not just wear normal pants over your cycling shorts or padded cycling underwear?
I have the REI pants described above and although they are nice cycling pants with a kind of loose fit they are only warm enough for down to about 40 degrees F. Thats wearing a normal bike shorts underneath.
They are a good option for modest cold and breath really well. Which is why they don't work very well in really cold temps. They let in too much cold wind.
I have found that for really cold tempertures that a thinly insulated snowboarding pant with a self modified leg at the bottom ( to make them less baggy near the feet) work very well. I wear them over cycling shorts ( no long tights). They are warmer and more comfortable than any thick tights that I have worn. It's best to get cheap ones at the local outdoor discounter. These things are made in large volumes for kids and teenagers so there is a large supply.
Regardless of the type of pants you wear it seems to work best and be the warmest to wear your regular padded cycling shorts underneath. This adds the pad and extra insulation around your thighs which need more insulation than the lower leg.
You could even wear the stretch Wrangler Denim jeans over your cycling shorts with a baggy fit as long as your not riding too far. Cotton is not good for long or intense rides.
One good solution would be to get the Tokyo tights that you were originally looking at and then get a cheap pair of breathable polyester wind pants to put over the top when it gets really cold. Then you have a light weight solution for all occasions.
I know Pearl Izumi makes a nice product.

That's what I do too. I usually wear black khakis or wool pants. I also throw on a pair of light stretchy longjohns (over the cycling shorts). Legs don't usually get cold, because the muscles are producing a lot of heat. But if your legs do get real cold, you'll probably have to stop your ride.
