Will an 'oversize" 31.8 mm carbon bar fit into a "pop top" stem? This is a stem that opens completely with 4 bolts.

Only if the stem is sized for a 31.8 mm bar. The stem may open completely by removing the faceplate but the curvature of both the stem and the faceplate MUST match the bar diameter. This is doubly important with carbon bars. Do not even THINK about fitting the 31.8 bar into a 26.0 stem.
