I've recabled the derailleur, and now I'm trying to adjust it. The problem I'm having is that when it's on the top ring, I can hit the shifter to put it on the small ring but it won't react and vice versa. Is the wiring just not tight enough? Thanks!

Normally difficulty getting from little to big is the cable too loose. Not going from big to little is obstruction in the cable, either some corrosion or a kink.

You should not need much tension on the cable to shift from the inside ring to the big ring.
Before attaching the cable to the derailleur it is important to flip the small shift lever several times while pulling the slack out of the cable at the free end.
You can also have a problem if the limit screws aren't adjusted properly.
