About what bike are we talking?
It depends. If they're under clearcoat, you need to zip strip it or something to get the decal off - but that will ruin the paint too unless we're talking about a chrome Pista.
you can sometimes get away with sanding down the logo, repainting and clearcoating, and then using a clearcoat polish to even things out - depending on the color of your frame

then sure. sand it down, clean it, and then hit it with a single coat of primer, and 2 coats of laquer, and then 2 coats of clearcoat. let it overlap the painted edges a bit. let it cure, and then use clearcoat polish, which is a superfine abrasive, to even it up. bam, it's like it was never there.
