I have a Truvativ Power Spline BB on my bike. I am gonna take it out, clean it up and re-grease everything. What BB tool will I need to remove the BB cups?

Looks like a standard cartidge BB tool - a socket with a bunch of splines on it. If it's a 68mm like the one pictured, remember that one side (the left) is reverse thread!

since this appears to be a sealed cartridge BB, you're not going to be able to repack it
if it doesn't turn smoothly after you clean as much grit away as possible, you're going to have to replace the entire BB. Generally I've heard that a cartridge should be good for 10,000+ miles. Consequently, I have never worn one of mine out ;)
Not all cartridge BBs are totally sealed. Some can be regreased. This one I don't know.

If you have 20 splines (which it sure looks like), this Park Tool is probably the correct one:
