Save yourself some time/pain and get it sandblasted. If you want to sand it down by just get some coarse grit sandpaper like a 500 grit and dont go crazy around the welds.
Unless your going for the raw look just scuff it up and shoot some primer on it.
Wetsanding is for removing small imperfections in paint not taking off paint.

Screw the 500grit.
you'll need something like 60grit or less.
Chemical peel. Use an industrial stripper.

I used like 180 grit to get most of the paint off, then went down to a 220 on my old frame, which i still need to sell and paint, so if anyone is interested PM me and ill e-mail you pics or something.
If you have access to a sand/bead blaster, those work good after you have striped the paint, to give the frame a bit of texture to take on the paint...
What frame are you painting?

Yeah, use chemical stripper, it's awesome to watch it work. Sanding will take beyond ages if you want all the paint off.. but just to rough it up so the last layer sticks it'd work I guess

Well if you end up using a paint stripper, make sure it wont hurt aluminium if the frame is aluminium or whatever material...
